Objectives Of Building Energy Efficiency

  • To appreciate the significance and benefits of energy efficiency in buildings.
  • To have a general understanding of the methodology used to determine the energy efficiency of buildings, the different opportunities for improving the energy efficiency of buildings and the potential savings.
  • To have an overview of the different mechanisms for financing energy efficiency measures.
  • To have conceptualized an approach to setting out and implementing policies to facilitate energy efficiency in buildings in their country.

Importance of Sustainable Design

Sustainable design seeks to reduce negative impacts on the environment, and the health and comfort of building occupants, thereby improving building performance.

The basic objectives of sustainability are to reduce consumption of non-renewable resources, minimize waste, and create healthy, productive environments.

Sustainable design principles include the ability to:
  • optimize site potential;
  • minimize non-renewable energy consumption;
  • use environmentally preferable products;
  • protect and conserve water;
  • enhance indoor environmental quality; and
  • optimize operational and maintenance practices.
Utilizing a sustainable design philosophy encourages decisions at each phase of the design process that will reduce negative impacts on the environment and the health of the occupants, without compromising the bottom line. It is an integrated, holistic approach that encourages compromise and tradeoffs. Such an integrated approach positively impacts all phases of a building's life-cycle, including design, construction, operation and decommissioning.

With rapid industrialization, urbanization, globalization, and concentration of large population in urban centres, cities and towns are fast emerging as centres of large consumers of energy.

  • Accordingly, sustainable development critically looks at the existing pattern of energy consumption in urban centres in day-to-day operation. It also looks at the manner in which existing patterns of urban growth/development has adversely affected and distorted the energy consumption by the urban centres.
  • In search of various options and possible solutions to make cities and towns highly energy efficient, the need and importance of sustainable development in redefining and promoting, Pedestrian movements; Greening cities; redefining the local planning processes and designing of Energy Efficient buildings for making cities sustainable.
  • Using effectively Information Technology (IT) as a tool and as an integral part of city planning, development and management process are specifically highlighted for making cities more energy efficient

World Energy Scenario

In the rapidly growing economy of India, the energy requirements are increasing at a fast pace. The Government of India, at the highest level, is giving top priority to the attainment of nation’s long-term energy security. India currently ranks sixth in the world in terms of primary energy demand. As per the Planning Commission’s Integrated Energy Policy Report (Planning Commission 2006), if India perseveres with sustained economic growth rate of 8% of GDP per annum through 2031-32, its primary energy supply will need to grow by 3 to 4 times, and electricity generation capacity by 5 to 6 times compared to 2003-04. It is estimated that by 2031- 32, the country’s power generation capacity would be 800,000 MW from a current level of 160,000 MW. Central Electricity Authority (CEA) has estimated that the country is currently facing electricity shortage of 9.9% and peak demand shortage of 16.6% (CEA 2009).

While it is essential to add new power generation capacity to meet the nation’s growing energy requirements, it is equally important to look out for options that will help in reducing energy demand for various end-use sectors. Since buildings account for approximately 33% of electricity consumption and are the fastest growing sector, it is critical that policy interventions are put in place to improve energy efficiency in both new constructions as well as existing buildings.

Commercial building sector in India is expanding rapidly at over 9% per year spurred largely by the strong growth in the services sector. It has been estimated that 70% of building stock that will be there in the year 2030 is yet to come up in the country – a situation that is fundamentally different from developed countries.

To give impetus to energy conservation in the country, Government of India enacted the Energy Conservation Act (EC Act), which came into force on 1st March 2002. Under the Act, Government of India established the Bureau of Energy Efficiency (BEE) in March 2002, a statutory body under the Ministry of Power (MoP), Government of India. The EC Act directs BEE to spearhead improvement in energy efficiency through various regulatory and promotional measures and implements the provisions of the act (MoP 2001). The EC Act has empowered the Government both at the Central as well as at the State level to put in place a legal framework that could help in creating an institutional set-up that promotes energy conservation in the country, and also helps in monitoring the efforts to meet the energy-saving targets and energy intensity of the economy.

In India , building accounts for:

The electricity consumption in commercial sector has increased at a much faster pace compared to other sectors during 2005-06 to 2013-14 with CAGRs of 8.82%

Over two-thirds of the building stock that will exist in India in 2030 is yet to be built

Implementation of Energy Conservation Building Code will ensure construction of energy efficient buildings with reduced electrical energy by 30% to 40%

With the increase in urbanization and implementation of flagship missions like “Smart Cities” and “Housing for all”, the energy consumption by domestic and non-domestic consumer in Chhattisgarh is bound to increase.
